Sadly we have not had anyone active to organize the GSoC for quite some years now. You should do a full introduction on the webmasters list (php-webmas...@lists.php.net)[1] and describe your plan and intentions for future participation with the GSoC, remember it is a heavy one man project to do, but hopefully you can build up some momentum for once again making PHP participate.
