Err, no. Command line is as alive in 21th century as it was in 20th.
Which Microsoft fully recognizes finally now that they made their shell
as powerful as other shells has been instead of a sorry excuse for a
shell they had for years.

That is valid concern, nothing in the library system should do anything
"on background" without an explicit command. But I don't think composer
actually does that unless you ask it to?
