Keeping RFCs separate is good in my opinion. In general it allows the discussions to be clear, and that is particularly true here, as there are issues with ternaries in PHP that do not affect null coalesce operators. But in this case, the vote for ??= is underway. The only reason to alter the timeline of the vote should be if a severe problem was found with the RFC.
