normal wiki user's can't vote on RFCs, only those having a php.net account.
getting a php.net account requires some prior work, for starters you can
look into our code repos (easiest is to clone from https://github.com/php/
because then you can send pull requests when you have something to offer)
or into the open bugs/feature requests at https://bugs.php.net or simply
subscribe to one of our mailing lists which seems interesting to you and
offer your help: http://php.net/mailing-lists.php
when you have a couple of merged patches under your belt you can request a
php.net account at http://php.net/git-php.php
