At least for sockpuppeting, not without obvious abuse of power it can't. Every new VCS account request is posted to the mailing list. New accounts can't just appear out of nowhere without it being obvious, so sockpuppeting (without long-established sockpuppets) isn't possible.

Vote brigading *could* be an issue, but you can only do that if you have a large "brigade" of people with PHP VCS accounts. I don't think there is one.

However, opening the vote up to a wider audience makes these two possibilites more likely.
