We spoke in chat, but I wanted to reply to this for the record. Most of the comments and discussion (both here and in chat) was in favor of the RFC, so I decided that since the RFC had been up for discussion for over two weeks that it should be put to a vote. Since this change needs to be made for PHP 7.0, the matter needs to be settled soon.
