That makes a lot of sense, though I don't think we had much of this issue. First, I don't think we have that many newcomers (as opposed to people lurking and voting only rarely). Second, if somebody wanted to game the system, nothing would prevent him from having their friends join a day before the vote is initiated. The reverse is harder, but only a bit - if one wants to organize a covert downvoting campaign against somebody, discussion period gives enough chance to gather the troops. Of course, as you noted, no evidence this actually happened.
