What about Sara's "Scalar Type Hints v0.4" discussion? I find it disturbing that you take over the RFC without even mentioning this discussion. Please coordinate with Sara first before starting another attempt that will be doomed because some people rather wait for Sara's RFC and a "<?php // strict" option.
