FWIW, it already behaves differently:

    oa-res-27-90:~ ajf$ php -r 'function foo() { echo "foo\n"; return true; } 
$x = foo() ?: false;'
    foo
    oa-res-27-90:~ ajf$ php -r 'function foo() { echo "foo\n"; return true; } 
$x = foo() ? foo() : false;'
    foo
    foo
