Unfortunately, there are no clearly established standards for this that I'm aware of at least, so it's kinda hard to set a concrete goal there. So for me at least, it winds-up getting nudged more to the backburner for me. It's hard to get motivated when all you can do is fling your hard work into the ether and wait for someone else to maybe eventually pull it in.
PHP is meant to be a meritocracy and I think that's the right way to go. That said, if the backlog is this big, perhaps we should consider putting together a more explicit policy outlining the requirements for having various levels of karma granted. The ad hoc "judgement call" approach works up to a point, but when a certain critical mass is reached, it becomes less and less adequate IMNSHO. --Kris
