Pecl binaries build automation (and per request) is being hardly worked on. It shares the build and testing infrastructure and will share the web parts as well, be for releases or snapshots. Everything does not fit well in NEWS or in the announcement. We need to fix that and make sure it is actually updated on each release. I will be with the other team members working on the windows support in September, fixing these issues is our top todos.
