Most distributions I know package their RPM/deb based on pear releases.
I'm not a big fan of bundling a fixed set of bugs or bugfix releases of
loosely related libs with an app (rubygem style) and having them twice
or more times on a given system. Composer still has its place. I don't
see much to do here for php core.
