You should probably reach out to people who have organized conferences and user groups before and ask for their experience - this is however not a topic for the internals development list - and you don't need an commit access to our repository to do so.
As for translating the docs.. It is a _huge_ task to create a new translation and not something we recommend a one person to start doing.
