Derick - is this effect just due to daylight saving differences, or IS it a bit
more complex than that?
Personally I don't want any timezone/offset displayed as I expect it to be a UTC
time by default on the server, rather than any offset time, which is why I'm
with you that it should only be changed via user space applications.
