See this ML archive for the various discussions, or bugs.php.net. I do not think it is too much asking to an admin to setup the correct default timezone in php.ini on install, or to allow users to set it for their virtual hosts via the usual interface. In short, the amount of troubles on our side (support) is not worth it, in comparison to what it takes to have a sane setup.
