You want the DateTime DST fixing RFC (https://wiki.php.net/rfc/datetime_and_daylight_saving_time) implemented before RC1, right? If so, keep in mind that voting on it will start tomorrow and finish on November 1. Then "someone" needs to implement it. The deadline may need adjusting.
As Derick mentioned, if it's a bugfix and doesn't substantially change stuff and does not cause controversy we don't need a long time to vote. As for the deadline, if we have an effort underway and we know we need an extra week to finish it, we'll postpone the release.
