I've just read the Release Process RFC (https://wiki.php.net/rfc/releaseprocess) and have a suggestion regarding this part of the version numbering scheme: "x.y.z to x.y+1.z". I believe "x.y.z to x.y+1.0" is much more clear and common and less of a departure from the current numbering scheme.
