My thought is that though this is best left to web server in the grand scheme 
of not making the world too ugly, seeing as people on shared hosts can't change 
many server settings (if any) but probably can use .htaccess, this would be 
giving them access to potentially useful feature which those on VPS/dedicated 
hosts don't need to worry about as we can play with server settings.
