Thats actually one of the ideas we had on IRC. That mbstring patch and more ext/intl features should be enough to solve "the unicode problem".
That depends on your definition of "unicode problem". Original definition AFAIK was that you shouldn't care about the encodings anymore and all Unicode stuff (dbs, filesystems, output) will be supported, but it seems to be harder than we thought.
