It makes no difference between PECL and core. Unlike the main extension page, the filters do not containt the PECL section/notice. SSH2 is another example of this problem.
Yes, but the problem is people actually install mcrypt (which is in source so everybody supposed to have it) and expect it to work. And it does not.
Are you asking if there are objections to merge mcrypt_filter to core?
Yes, that too. And if there's any reason why it wasn't done before (like problems with mcrypt_filters code, some other issues).
