This seems to be a perfect reason to do that in 5.3+.
I mean, one's not supposed to do a major version upgrade without even
looking into php.ini, right?

I'm ok with doing for 5.3, most people when upgrade rarely look at the INI file especially if the update is done through a distribution's package management system.
