Hi.

I'm looking to test 5.3, but I stumble at the first hurdle as the ini
file is not being read.

Windows XP Pro SP3 and Windows Server 2005/2008.

I even created a separate INI file ...

error_reporting = E_ALL | E_STRICT

and then ...

Absolutely no reading of the error_reporting values. I'm assuming that
the ini file reading is completely broken on windows.

This is pretty bad.
