I think what you meant to say was, 'the longer you wait, the more likely you foresee the implementation problems'.
I don't know how many users you have. I'm not going to pretend I know how many users PHP has either. I do know though that if we get it badly wrong, it will cause a lot of people a lot of problems
It doesn't matter what other languages do, because other languages don't have it 100% right either. If any of them did, why would there be more than one language for the Web?
