Just use single quotes then.. where the hell isn't " portable? Windows?
What in this isn't portable???

AFAIK single quotes don't work with tests in --INI-- now. What happens is that runtest adds some quoting (didn't have time to check it yet) that makes the resulting value have single quotes inside - i.e. \'foo\' instead of foo when using something='foo'. Double quotes worked fine for me, and single quotes did in regular ini file, but not when ini settings are set by tests.
