internals and user functions don't resolve under the same rules.
No, not really - just use:
$encoded = ::json_encode($raw);
It might be even possible to allow something like:
use ::json_encode;
to allow you to write just json_encode() instead, but this needs to be
checked. ::json_encode just works.
