That's what I thought too, but you still still have the same
(chicken/egg) issues of PHP being dependent on what OS the
AutoTools/CMake facility works on.
These, however, do not have PHP as prerequisite, so they have no
no chicken and egg (loop) dependency, just a straight dependency.

Furthermore CMake is present in many platforms, CMake have their own
bootstrap (based on shell scripts and multiplatform) and they did so
much work to begin to reinvent the wheel by ourselves (IMHO)
