As far as I know, they're not - however the important stuff is all taken care of by the makefile and windows configure scripts as long as you use --enable-snapshot-build when compiling. That includes detecting a pecl folder (for pecl extensions) detecting the php_build (windows libraries) location, and even zipping up the finished product.
Thanks! I wasn't aware of --enable-snapshot-build - maybe it will do everything I wanted from it, will check.
