The code in CGI is called in sapi_activate, which is called from
php_request_startup() just before the scripts starts. In this stage you can
choose the right config (e.g. from the cache) by using the script directory
as entry in has table or something like that. You do not need to search for
config files in a whole directory tree below DOCUMENT_ROOT and the script
directory every time.
