I think this is a limitation in your grasp of where and why PHP is being used. I (and many others I've seen pass through php-general -- and countless others I'm sure) use PHP as a general purpose scripting engine for not just the web, but for shell scripts, and anything else that comes to mind. I'm sure the PHP-GTK and other GUI binding extensions would argue with you also.
