IRC chatter doesn't count as a forum to discuss such issues because it
doesn't give others like me a chance to respond.
The whole discussion was started back in 2002 when Zeev insisted that
libxml2 *source* was bundled in PHP. (this never happened but one of the
results was that PHP5 got libxml2 bundled in its windows incarnations).
You are free to go through mailing list archives to see how we got here.
Your astonishment at the current situationion is somewhat puzzling.
Anyway can you recite what has been working for years and what the delta is
to what you want to do?
PHP was running just fine until an issue with libxml2 and Windows server
2003 has been discovered recently.
