It depends on the driver you're using and (typically) how that driver's client library chooses to quote NULL values. For some it does precisely this already.

As it is a time of big changes and incompatibilities,
maybe it is a good moment to change PDO::quote method
to quote NULL to NULL instead of an empty string.
This is the consistent behaviour, don't you think?
