I said infrastucture as what would need php to be complete ,
with a minimal build (with nothing) 45% of the tests are skipped.
Anyway, unit tests are only a first step ,
simulation brings much more , mock don't do it.
And as a tester , you should be idiot and have no idea what runs inside.
