I have added a small function requested by bug #35380 that exposes the C API function php_get_temorary_directory() to userland as php_get_tmpdir().
The patch is available from the bug page http://bugs.php.net/bug.php?id=35380 I can't oversee whether this has any security implications although i can't think of any ...
