The problem is I don't think there's even a place in the system that 
contains the value you want, let alone standard place. Which means, this 
configuration process is impossible to automate, which means, basically, 
that any app using date() can not be run on 5.1 without sysadmin manually 
reconfiguring PHP. I can not see why it should be the case, and I can not 
see why you can not use old code in such situation.
