I fought to get us the latest version of PHP running on Apache 1.3.x, but the managed hosting company won't support it, and because they won't support it, it was determined to use what they would support.

As I understand it, the "RedHat" version of PHP they are using may have an old version number, but it contains all security patches up to the current version of PHP (though I'm unclear whether those patches include any new features, etc.).
