This and the other issues you raise below are PEAR issues, not internals issues, and are/have been/will be discussed on [EMAIL PROTECTED] and [EMAIL PROTECTED]
If you want to rely on users to install packages (which is a good idea IMHO) all users (not only superusers) need a reliable tool for installation/management (also without shell-account).
PEAR 1.4.0 can install packages from your local dev box to a remote box over ftp.
