It entails looking at the source and not just going 'urgh' :)
It works on win32 in PHP 5 with a libxml base, I don't think anyone got around to changing the config.m4 file for it yet though (so it _might_ break on *nix if the expat library isn't present). But it's a required extension for PEAR, and the PEAR people aren't known for keeping quiet when PHP breaks for them.
minor correction: it's required for pear.php.net's internal code. PEAR uses XML_RPC if the xmlrpc extension is not present.
