I've just made another (major) update to the PR:
- Dropped the “Repeated Discussion” sentence, as announced in my reply
to Larry.
- Disallowed starting a vote during EOY, as suggested in my reply to
Larry.
- Renamed “Minimum Discussion Period” to “Cooldown Period”, as suggested
by Ilija. This change allowed to simplify the phrasing quite a bit.
- Various phrasing clean-up.
Please check the (atomic) commits for the detailed changes.
This email resets the cooldown period of this RFC to 2 weeks.
