As Christoph has already said, the RFC indicated PHP 8.X where X is greater 
than 3.
So no it did not need to land in 8.4.

Considering that I personally find it unlikely that the next version is going 
to be 9.0 (now I may be wrong but we don't really have any strong indications 
for doing this bump) and people were already uncomfortable at the timeline I 
proposed when the RFC got voted;
I found it better to let another deprecation free version for people to move to 
str_increment().

I did not forget about this and had it on the planned list of things to tackle 
for PHP 8.5.
