This is way too early to decide this. This is a decision to be made when we're actually ready to try publishing it for regular consumption (not for the people developing it). For the sake of just sticking a number in that place in the cmake file for now, I recommend 3.16 as this is what is in Ubuntu 20.04. It may take us a few months to develop the cmake system, or it may take years, but hopefully not so many years that Ubuntu 20.04 becomes irrelevant.
