No, quite the opposite. The PHP project is pretty terrible at running infrastructure, as infrastructure needs to have people available to work on it immediately when there are issues, which is not a good match a volunteer project. There is also the problem that a lot of maintenance needed for sites (or things like PEAR/PECL) are very boring, and so they are allowed to rot for years.
