I'd just like to point out that a deprecation notice implies (or should imply!) that the behaviour will be completely removed in a future version. So it doesn't really make sense to say "a warning is too much, but I'm fine with it being an error in the future". Probably, E_DEPRECATED shouldn't be considered its own severity level, but an extra flag paired with either E_WARNING or E_NOTICE.
