I think 7.4 and 8.1 are too close to eachother, only two versions apart. There's probably a lot of people out there who don't upgrade PHP version yearly, so they might write 7.4 code and then hop over to 8.1, and oops, it's silently broken!
I see other threads suggesting changing in 9.x which seems less problematic, I guess.
