To edit any translations, you would need a php.net account; you can
apply for one via <https://www.php.net/git-php.php>.
Usually, we prefer that new translators contribute some patches in
advance (either via <https://edit.php.net/>, or maybe by sending patches
to the respective mailing list). Given the low volume of the Turkish
translation mailing list[1], I'm not sure if anybody would review these
patches, though. :(
