Your documentation refers to a windows installshield method of installing the program, but then the link to the download page goes to a place where there is only a ZIP file with many files in it, none of which lets you install the program. Where is the installsheild version of PHP on you site?
There is no installshield file currently, but it is going to appear in the following days. Please be a bit patient.
