@version has been a valid tag in phpDocumentor since version 0.1 :).
The problem on pear-dev is that when a BC-breaking bugfix release occur, and there is a program that has coded a hack around the bug that was fixed. I don't think this needs to be a language feature ($__version), but since it is a PEAR-specific problem, can be fixed in a PEAR-specific way using the replacement feature of the installer.
