Correction: The problem goes away when no PECL extension is enabled.
For PECL extensions the build directories array contains
Release_TS\E:
Release_TS\E:\home
Release_TS\E:\home\php
Release_TS\E:\home\php\pecl
Release_TS\E:\home\php\pecl\spl
Am I the only one having this problem?
