Notwithstanding its very unsafe to make such an assumption, the minority of setups affected by this change could still be in the thousands, tens or even hundreds of thousands.
IMHO, if the function behaviour hasn't changed, there should be no notice warning about possible future changes. Thats what documentation and announcements are for.
Will this be fixed before the 4.3.4 release?
