I didn't say that Sterling. I'm against it being on by default, but I 
definitely think it is a good idea to have it in, and because I also 
think that the code should be the same throughout the code I think that 
the phpdocref stuff should be in the CODING_STANDARDS. On the assert() 
stuff, I totally agree with it being a 'stupid' thing.
