H'mm, I've just read through this; a couple of comments:

(i) The entry "Fixed bug #22017 (date() does not support negative timestamps
on win32)" is rather misleading, as it suggests that -ve timestamps will now
work on Windows (this is likely to produce yet another bug-report blitz for
this when people find it actually doesn't!)  A better entry would be
something like "(misleading error from date() on win32 for unsupported
negative timestamps)".  There might be other entries which have sub-optimal
descriptions, but I didn't spot any on a brief perusal.

(ii) the above URL links to a full diff between this and a previous version
of the NEWS, which seems a bit odd; wouldn't
http://cvs.php.net/co.php/php4/NEWS?login=2&r=1.1247.2.134 have been better?
